As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

Defense Advanced Research Project Agency- Service Chief’s Fellows Program (DARPA)
BACKGROUND
DARPA’s SCFP is an intense 90-day Fellows Program with participants from each service of the Department of Defense and the USPHS Commissioned Corps working together to challenge the status quo in the world of technology to create better options for the future. Two key elements of DARPA’s SCFP related to public health are cybersecurity and bioterrorism.
The United States Public Health Service (USPHS) Commissioned Corps and the Defense Advanced Research Projects Agency (DARPA) are offering an opportunity to allow one Public Health Service officer to participate in the Service Chiefs’ Fellows Program (SCFP). DARPA provides the technology community, both inside and beyond the Defense establishment, a way to reach past the conventional organizational constraints that often limit innovation.
PURPOSE
Health care and public health agencies within the Department of Health and Human Services are increasingly facing cybersecurity threats, while the threat of bioterrorism is emerging as a public health problem. Participants of the program will explore new technologies and their capabilities, while interacting with experts and stakeholders with different points of view, to use technology to promote the health and safety of our Nation. The selected Public Health Service officer is expected to participate for the entirety of the Fellows Program and will brief leadership about how the invaluable experience gained from the Fellows Program will help the USPHS Commissioned Corps’ future missions.
OBJECTIVES
The DARPA Service Chiefs Fellows Program (SCFP) was established to immerse outstanding military officers and government civilians into imaginative and innovative, fast-paced science and technology research. This three-month fellowship provides participants with insight into cutting-edge technology while potentially facilitating the development of future DARPA technologies.
Fellows from each Service have the opportunity to dive deeply into specific technology development in areas of interest to them and to their respective Service, as well as a chance to understand the breadth of DARPA research. This introduction to the DARPA innovation process allows Fellows to gain valuable research experience and return to the field with an appreciation for the Agency’s role of supporting DoD missions by preventing and creating strategic and technological surprise.
Upon completion of their assignment to SCFP, Fellows serve as informal liaisons between DARPA and the Services, reflecting the close relationships forged during their tenure and the experiential understanding of DARPA's technology development process.

Officer's Agency will continue to pay for salary. DARPA will pay for travel, per diem, and lodging.
Participation in DARPA is dependent on submission of required documents, supervisor approval, and nomination by the Deputy Surgeon General.
