Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

Defense Advanced Research Project Agency- Service Chief’s Fellows Program (DARPA)
Background
DARPA’s SCFP is an intense 90-day Fellows Program with participants from each service of the Department of Defense and the USPHS Commissioned Corps working together to challenge the status quo in the world of technology to create better options for the future. Two key elements of DARPA’s SCFP related to public health are cybersecurity and bioterrorism.
The United States Public Health Service (USPHS) Commissioned Corps and the Defense Advanced Research Projects Agency (DARPA) are offering an opportunity to allow one Public Health Service officer to participate in the Service Chiefs’ Fellows Program (SCFP). DARPA provides the technology community, both inside and beyond the Defense establishment, a way to reach past the conventional organizational constraints that often limit innovation.
Purpose
Health care and public health agencies within the Department of Health and Human Services are increasingly facing cybersecurity threats, while the threat of bioterrorism is emerging as a public health problem. Participants of the program will explore new technologies and their capabilities, while interacting with experts and stakeholders with different points of view, to use technology to promote the health and safety of our Nation. The selected Public Health Service officer is expected to participate for the entirety of the Fellows Program and will brief leadership about how the invaluable experience gained from the Fellows Program will help the USPHS Commissioned Corps’ future missions.
Objectives
The DARPA Service Chiefs Fellows Program (SCFP) was established to immerse outstanding military officers and government civilians into imaginative and innovative, fast-paced science and technology research. This three-month fellowship provides participants with insight into cutting-edge technology while potentially facilitating the development of future DARPA technologies.
Fellows from each Service have the opportunity to dive deeply into specific technology development in areas of interest to them and to their respective Service, as well as a chance to understand the breadth of DARPA research. This introduction to the DARPA innovation process allows Fellows to gain valuable research experience and return to the field with an appreciation for the Agency’s role of supporting DoD missions by preventing and creating strategic and technological surprise.
Upon completion of their assignment to SCFP, Fellows serve as informal liaisons between DARPA and the Services, reflecting the close relationships forged during their tenure and the experiential understanding of DARPA's technology development process.
Target Audience
The course is designed for officers in the ranks of O-4, O-5, and O-6 and all USPHS categories who are Active Duty or Reserve Commissioned Corps*.
*Ready Reserve officers will be selected by their Regional Commanders but will still need to apply.

Application for Training
There is no tuition associated with these trainings; however, the selected Officer’s agency is responsible for continuing to pay the Officer’s salary/benefits. Per diem, lodging, and travel expenses will be covered by DARPA.
Officers accepting an assignment to attend this training are expected to attend and complete the entire 90-day training. If you are interested in attending this training, you must submit an online training application as well as the following supporting items/documents.
Participation in DARPA is dependent on submission of required documents, supervisor approval, and nomination by the Deputy Surgeon General.

- Letter explaining why the officer would be a good fit for the Program, how the officer plans to use the skills/knowledge gained to advance the mission of the Corp, and attesting the officer meets all conditions of service.
- CV
- COER scores for previous 3 years
- Supervisory approval
- Full-length Photos in uniform (ODU and SDBs) standing at attention. Professional photos required.
- No active Adverse Actions & must be basic ready qualified
- Officers applying must have a valid security clearance and upload the clearance as part of their packet.
