Commissioned Corps Issuance System (CCIS)
Foreword
The Commissioned Corps Personnel Manual (CCPM) was introduced on 1 October 1957 to supplement the Personnel Manual for the Department of Health, Education and Welfare (HEW) (now the Department of Health and Human Services (HHS)). The CCPM operated as the official medium for the publication of issuances and for the purpose of maintaining and updating policies, procedures, standards, and information governing personnel management of the Commissioned Corps of the U.S. Public Health Service (Corps).
On 04 AUG 2006, the CCPM was officially renamed the electronic Commissioned Corps Issuance System or eCCIS. The eCCIS constitutes the official medium for the issuance of policies, procedures, standards, instructions, and information governing personnel management of the Corps and officers shall remain subject to the policies, procedures, and standards contained therein.
The goals established for the eCCIS include:
- Maintenance of an up-to-date and consistent set of policy issuances;
- A system of issuances that are not complicated to use, updated and maintained;
- A system of issuances that are convenient for use by officers;
- A system of issuances that meet the HHS Secretary’s “e-initiative;” and
- Issuances that enhance and support the “Transformation Initiatives” of the Corps.
In conjunction with the introduction of the eCCIS, the Corps is also introducing a new management process for the consideration, development, and approval of official issuances. The goals of the new management process include:
- Transparency of the policy issuance development process by a clearly articulated policy development process that allows for the Corps to provide ideas and recommendations concerning issues affecting officers;
- Active participation of the Corps leadership with broad-based representation by officers;
- Administratively efficient work flow process from policy concept to issuance development; and
- Establishment of a performance matrix for timely development and approval processes for Corps policy issuances (90 -150 days).
The Division of Commissioned Corps Personnel and Readiness (DCCPR) is responsible for the overall administration and management of the eCCIS and management process. DCCPR will also maintain the historical archives of CCPM and eCCIS issuances that are not longer in effect.
For a period of time, it will be necessary for DCCPR to maintain issuances in both the CCPM and the eCCIS formats. Policies in the CCPM format shall continue to remain in effect and applicable to officers until such time as they are revised or replaced. During this transition time the policies in effect will be accessible through the eCCIS interface.
Components of the Issuance System
The eCCIS consists of Directives, Instructions, Personnel Policy Memorandum, Personnel Operation Memorandum, Plans, Pamphlets, and Handbooks. These issuances are defined as:
Commissioned Corps Directives (CCDs or Directives) are broad policy issuances containing what is required by legislation, the President, or the Secretary of HHS to initiate, govern, or regulate actions or conduct by HHS organizational components or personnel within specific areas of responsibility. The Secretary will issue Directives to establish or describe policy, programs, and organizations; define missions; provide authority; and assign responsibilities.
Commissioned Corps Instructions (CCIs or Instructions) are issuances that implement the policy contained in Directives, or prescribe the manner or a specific plan or action for carrying out the policy, operating a program or activity, and assigning responsibilities. Instructions are issued by the Assistant Secretary for Health (ASH).
Personnel Policy Memorandum (PPM) is an issuance that sets forth new or revised policies for the Corps and/or provides information or Instruction(s) necessary for the proper administration and management of the Corps. PPMs are issued by the ASH due to time constraints which preclude publishing an Instruction that introduces new or revised policies. PPMs have the full force and effect of Instructions. Under the direction of the ASH, the Director of DCCPR may issue PPMs to make technical corrections to Instructions and PPMs, provide yearly updates, and make minor adjustments to policies issued by the ASH.
Personnel Operations Memorandum (POM) is an issuance that provides information and sets forth operational guidance from the Office of the Surgeon General (OSG). POMs are issued by the Surgeon General of the U.S. Public Health Service (SG). Under the direction of the SG, the Directors of the Office of Commissioned Corps Operations, the Office of Force Readiness and Deployment, and the Office of Reserve Affairs may issue POMs to make technical corrections to POMs, provide yearly updates, and make minor adjustments to information and operational guidance issued by the SG.
Commissioned Corps Strategic or Operational Plans (ST-PLAN or OP-PLAN) are a series of steps to be carried out or goals to be accomplished. Strategic Plans are issued by the ASH after development by the Office of the Surgeon General (OSG) and/or Division of Commissioned Corps Personnel and Readiness (DCCPR). Operational Plans may be issued by the ASH or the SG when the subject matter deals with Corps operational issues.
Commissioned Corps Pamphlets (PAMs or Pamphlets) are a brief formal operational account that sets forth the meaning or intent on a specific subject and are published in booklet form. PAMs are issued by the OSG and/or DCCPR.
Commissioned Corps Handbooks (HAN or Handbooks) are concise references providing specific information about a subject. Handbooks are issued by the OSG and/or DCCPR.
Organization and Issuance Naming Conventions
The eCCIS is organized into a Book, Chapter, and Section design that are further categorized under respective titles in order to facilitate searching for specific issuances.
Books provide a broad topic heading and subject matter content. The following Books illustrate the current grouping of issuances:
Book 1 Service Directives Book 2 Service Standards Book 3 Personnel Management Book 4 Uniforms Book 5 Medals and Awards Book 6 Pay and Allowances Book 7 Travel and Transportation Book 8 General Issuances Book 9 Glossary of Terms Books 1-7 are sub-divided into Chapters and Sections. The subsequent Books/Chapters/Sections are assigned three-digit numbers, which serve to identify the Book (first digit) and the Chapter (second digit), and the Section (third digit). For example: Book 4 (Uniforms); Chapter 1 (Uniforms & Appearance – General); and Section 4 (Wearing of the Uniform – Special Situations).
The naming convention for the various Corps issuances uses alpha-numeric designators. Directives would utilize the alpha designator prefix, CCD, followed by a three-digit numeric designator for the respective Book, Chapter, Section, followed by a decimal point and a two-digit unique designator. For example: CCD 121.01, would indicate the Commissioned Corps Directive, Book 1 (Service Directives), Chapter 2 (Standards), Section 1 (General), Directive .01 (“Religious Accommodations.”)
Similarly, Instructions would use the alpha designator prefix, CCI, followed by numeric designators for Books 2-7 and their respective Chapters and Sections. Examples: CCI 211.03, would indicate Commissioned Corps Instruction, Book 2 (Service Standards), Chapter 1 (Standards of Conduct), Section 1 (Officer Conduct – General); Instruction .03 (“Religion Accommodations.”); CCI 424.01 which indicates Book 4 (Uniforms), Chapter 2 (Uniforms – Male and Female Officers), Section 4 (General Purpose Uniforms), Instruction .01 (“Service Dress Blue Uniform).
The General Issuances are contained in Book 8 and use a modification of the alpha-numeric naming convention that is based on the type of issuance, the year of the issuance, and the unique numeric designator. These General Issuances include: Personnel Policy Memorandum; Personnel Operations Memorandum; Strategic and Operational Plans; Pamphlets; and Handbooks. Examples of these naming conventions: PPM 06-01; POM 06-25; PAM 06-10; ST-PLAN 07-01; OP-PLAN 06-02; and HAN 07-01.
The Glossary of Terms (Glossary) is contained in Book 9. This Book contains a comprehensive listing and definitions of terms or phrases used in both the historical CCPMs and eCCIS formatted issuances. Issuances formatted in the new eCCIS format use the convention of underlining the words or terms, which are hyperlinked to the Glossary. The CCPMs contain a Definition of Terms section in the text of the INSTRUCTION, but the terms are also included in Book 9.
The Corps utilizes various official communication mediums to publish and disseminate information to officers about policies, procedures, standards, and information governing personnel management of the Commissioned Corps. Officers will find all official policy issuances on the eCCIS and should consult with this resource routinely. It is the responsibility of an officer to be familiar with the standards of conduct and policies governing the Department and the Corps. These policies are found in the form of: Directives, Instructions, Personnel Policy Memorandum, Personnel Operations Memorandum, Strategic and Operational Plans, Pamphlets, Handbooks. For a period of time, it will be necessary to maintain issuances in both the CCPM and the eCCIS formats. Policies in the CCPM format shall continue to remain in effect and applicable to officers until such time as they are rescinded. During this transition time the policies in effect will be accessible through the eCCIS interface.
The eCCIS may be accessed by officers using the Corps Website through the Commissioned Corps Management Information System, which is the official electronic medium prepared and maintained by the Corps to house Service-related material pertinent to the operation of the Corps.
Really Simple Syndication or Subscription (RSS) allows subscribers to the e-Bulletin to monitor new articles posted and link to descriptions and full-length articles. The use of the RSS feed allows for the timely review of published articles.
The main page of the site will present Issuances currently under development, as well as links to the suggestions submission page and the Table of Contents (TOC).
Clicking on the link to the TOC will take you to the main interface for Issuances within the eCCIS. Buttons down the left side will present, from the top:
- A means of showing or hiding the alpha/date search capabilities;
- Display of all books of the CCIS (default);
- Display of a specific Book (9 options); and
- Redirection to the suggestions submission page.
The page will, by default, also provide the means for a keyword search of documents in the eCCIS.
Further information regarding specific policies and regulations, and rules for publication are contained in other sections of the eCCIS.
