As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

Commissioned Officers’ Awards Program (COAP)
Introduction
The policy that primarily directs the COAP is CCI CC511.01. Nomination procedures, proper forms, types of awards and their criteria, etc., are all covered in this policy.
Your first Point of Contact for awards guidance and issues should be your Agency Awards Coordinator and your Agency Liaison.
COAP Processing at CCHQ: The COAP Team manually enters all awards’ data into the system of record for each officer. Usually within 24 hours of entering the data, the award information displays in the officer’s Promotion Information Report (PIR). This is THE documentation and authorization to wear the award; the PIR is part of your Electronic Official Personnel Folder (eOPF). The PIR has been expanded to include additional award information previously viewable in the Direct Access Member Information report. Certain supporting award documents are then forwarded for uploading to the PHS Awards & Non-PHS Awards section of your eOPF.
Per policy, all officers are reviewed for award eligibility prior to processing. Officers must have a satisfactory COER, a current license (when required for commission), be basic ready, and must NOT have any adverse actions during the award period.
- Agency Approved Honor Awards: Those agencies that have their own Awards Board process can approve the: CIT, AM, CM, OSM, UC. Once through the agency approval process, awards are forwarded to COAP for final processing.
- Awards for PHS- CCAB or CCIAB: All MSM, DSM and OUC awards are reviewed by the PHS Commissioned Corps Awards Board (PHS-CCAB). Awards from agencies without Awards Boards, deployment awards, and Professional Advisory Committee (PAC) awards are reviewed by the Commissioned Corps Interagency Awards Board (CCIAB). Any high level awards are then forwarded to the PHS-CCAB for the required second board review. Upon approval by the Surgeon General, all awards go through COAP final processing.
- Awards received while attached to a DoD assignment: These awards are generally processed like an Agency Approved Award. However, these awards must undergo an additional review to ensure a PHS award for the same activity has not been previously approved. This is not allowed per policy – CCI 511.02, 6.
- Service Awards: These are processed in batch submissions. Agencies submit eligible officers quarterly for agency earned awards. The Readiness and Deployment Branch (RDB) submits the final eligible list for deployment related service awards upon completion of the deployment and required approvals. Exceptions will be those awards received upon graduation from Officer Basic Course (OBC). Again, these must go through final awards processing.
- Prior Service Awards: COAP works with the Call to Active Duty (CAD) Team and Commissioned Officer Training Academy (COTA) Team to ensure prior service awards are entered for new CADs. All necessary documentation must be submitted during the CAD process. Additional award documentation will be processed as workload permits.
- Mixed Bag Awards: Defined as a PHS honor award comprised of officers from various Agencies or Professional Advisory Committees who served their communities and nation, and whose accomplishments directly reflect the values of our service and not just a single agency. These can be individual or unit award submissions. The point of contact for these awards for submission and eligibility checks will be the Liaison Program Coordinator and will be submitted to mixedbagawards@hhs.gov.
