As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

Training
Officer Intermediate Course (OIC)
Description:
The USPHS Commissioned Corps Officer Intermediate Course aims to build on the foundations set forth in the Officer Basic Course (OBC) and prepare the officers with knowledge, disposition, and skills necessary to serve as intermediate level officers and the future leaders of the United States Public Health Service. This 5-day training builds upon current officer skills and provides a sustainable training delivery model that aims to improve efficiency and performance of Public Health Service officers. Officers will learn the skills necessary to lead effectively, including assertive communication, motivation methods, problem-solving, strategic decision-making, and teamwork.
Target Audience:
General Active-Duty Public Health Service officers, Public Health Emergency Response Strike Team (PHERST) officers* and Ready Reserve officers*. The course is designed for officers of all Public Health Service categories with O3-O4 ranks only.
*PHERST and Ready Reserve officers will be selected by their supervisors and Regional Commanders. Interested officers still need to submit an application.
Objectives:
Upon completion of this course, attendees will be able to:
- Demonstrate knowledge of leadership and followership
- Identify and adopt good principles of active followership to become a productive team member
- Explore philosophical underpinnings of ethics and discuss how they will infuse them into their personal and professional ethical practice.
- Examine aspects of personal integrity and demonstrate knowledge of the importance of integrity in building character.
- Demonstrate effective personal oral and written communication strategies and adapt these strategies for different communication forums.
- Employ effective methods for promoting and accepting constructive criticism
- Examine conflict resolution and demonstrate how these principles are integrated personally and professionally
- Explore decision making and problem-solving techniques and demonstrate how they can be employed.

Application for Training
All those desiring to attend this training must first complete an application for participation.
There is no tuition associated with these trainings; however, the selected officer’s agency is responsible for continuing to pay the officer’s salary/benefits. Per diem, lodging, and travel expenses will be covered by CCHQ. If you are a Ready Reserve or PHERST officer, please consult your Regional Commander or supervisor.
*There will be a 30-day delay in processing vouchers for Session 2 (September 25-29, 2023) due to the new fiscal year.
Officers accepting an assignment to attend this training are expected to attend and complete the entire 5-day session, the four required online FEMA courses, and any designated asynchronous pre-work.
Minimum Qualifications Needed to Apply:
- No Basic Readiness lapses in last 1 year
- No active Adverse Actions
- Not on call for deployment during training timeframe
- Rank of LT or LCDR
Application Materials:
- Letter (maximum 1 page) explaining why the officer would be a good fit for the Program, how the officer plans to use the skills/knowledge gained to advance the mission of the Corps, and attesting the officer meet all conditions of service.
- USPHS CV
- Available COER scores, up to 3 years (if commissioned less than 3 years, then all available COER scores)
- Supervisory approval (e-mail or letter)
The application deadline for the Officer Intermediate Course Training will be by 11:55 pm ET 60 days prior to the start date of training.

FEMA Incident Command System Training
All officers selected to attend the Officer Intermediate Course are required to stay current with FEMA Incident Command System (ICS) content updates.
Please email the completion certificates of the following (4) courses in ONE PDF document to PHSCOTA@hhs.gov using the subject line: "USPHS Officer Intermediate Course - FEMA Certificates".
If your FEMA certificates are older than April 1, 2020, you MUST retake the required courses.
- IS-100.C: Introduction to Incident Command System(previously IS-100.B)
- IS-200.C: Basic Incident Command System for Initial Response(previously IS-200.B)
- IS-700.B: An Introduction to the National Incident Management System (NIMS)(previously IS-700.A)
- IS-800.D: National Response Framework (NRF), An Introduction
