Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

Licensure
As a Commissioned Corps officer of the U.S. Public Health Service, maintaining current professional licensure and certifications is mandatory for categories that require them. Active and unrestricted licenses and certifications are essential to comply with Commissioned Corps Appointment Standards, meet the conditions of service, maintain Basic Readiness, qualify for Special Pay, and remain eligible for promotion. Professional licenses are defined as those required as a condition of your commission based on your qualifying degree.
To ensure compliance with category specific licensure and certification requirements, a copy of each current, unrestricted professional licenses or certifications must be maintained in your Electronic Official Personnel Folder (eOPF). Professional Licenses should be uploaded through Electronic Document Upload (eDOC-U). Please refer to the eDOC-U Licensure Quick Reference Instructions or the guide available under the "Help" link within eDOC-U for detailed guidance.
Licensure tips:
- Upload only clear and legible documents
- Upload each license or certification as a separate document
- Each license number must be entered into the “license number” field in eDOC-U or it does not exist
- Upload new or renewed licenses as soon as they are issued
- Licenses must be verified by a licensure specialist. Processing time vary based on overall submission volume
- You are responsible for ensuring a current, active copy of your license is maintained in your eOPF at all times
Licenses and certification renewal documents should be uploaded well in advance of the expiration date. It is your responsibility to ensure that a current active license or certification is continuously reflected in your eOPF.

The Promotion Information Report (PIR) displays the licensure information visible to promotion board members. The PIR includes the license type, issuing authority, and expiration date. Licenses shown in bold indicate the designated primary license used for monthly readiness checks.
Additionally, officers will not be penalized if their license expires between the submission deadline and when the board scores the packet, as the eOPF and PIR cannot be updated or uploaded after the deadline.
Transcripts
- Unofficial Transcripts– If you have partially completed an additional degree beyond your qualifying degree, upload unofficial transcripts via eDOC-U.
- Official Transcripts– If you have completed an additional degree beyond your qualifying degree, official transcripts can be submitted directly from the institution to the Licensure Team electronically to phslicensure@hhs.gov (preferred method) or via physical mail.
- Official transcripts submitted as part of the commissioning process may or may not be available in the application section of the eOPF. Board members understand that completion of the commissioning degree was verified prior to appointment.

- All transcripts must be uploaded to the eOPF prior to the deadline found on the promotion checklist in order to be visible within the promotion folder.
