Retirement Information
Retirement is a significant crossroad in one’s life that requires consideration and preparation. There are many moving parts, some within the USPHS Commissioned Corps and some outside. In addition to the administrative processes that an officer undertakes to technically ‘retire’ from active duty, multiple areas of transition impact various aspects of an officer’s life circumstances and that of their family members.
At least 2 years before planned retirement (preferably earlier), a Public Health Service (PHS) officer and their family members should review the online Retirement Course. The Retirement Course is comprised of various retirement resources organized into modules by topic. Module examples include but are not limited to how to submit for retirement, retirement pay, Tricare/Dental/Vision, financial preparation, insurance considerations, Survivor Benefit Plan, HHG/travel/transportation, and Veterans Affairs Benefits.
A highly time-sensitive aspect of retirement transition and preparation pertains to an officer’s submission of the Veterans Affairs Disability Claim, which must begin well in advance of an officer’s proposed effective retirement date. Officers should also attend a Transition Assistance Program (TAP) course. TAP courses can be completed online or in person at a Department of Defense installation. TAP curriculum supports a smooth transition to retirement for active duty service members.
Officers begin the retirement process with their Agency Liaison, who will ensure officers have, or are completing, the Retirement Course and also ensure your retirement package includes all of the needed forms. Your Liaison will submit a complete retirement package to CCHQ on your behalf. Per policy, the deadline for agency liaisons to submit retirement packages to CCHQ is 120 days from your last day at duty station (not effective retirement date). Please note that additional time is needed for agencies to complete their processing protocol before submitting to CCHQ. The timeline varies among agencies. Be sure you confirm with your Liaison the additional time your Agency Liaison office requires for agency-level processing.
All proposed terminal leave must be included in retirement requests and must be approved by immediate supervisor on the PHS-1373 and in eCORPS. Terminal leave is annual leave you take consecutively after your last day at duty station up until your effective retirement date. This includes the weekend day immediately following your last day at duty station and preceding your effective date. All requested leave indicated on the PHS-1373 must be entered and approved in eCorps. Submit a copy of your eCorps leave along with your PHS-1373. Terminal dates CANNOT be changed.
Retirement Pay: The U.S. Coast Guard (USCG) Pay, and Personnel Center is the servicing payroll office for processing pension pay for retired PHS officers and their surviving annuitants. Once retired and retirement pay account has been established within the U.S. Coast Guard, all retiree pay account questions are directed to the USCG. Retirement pay processing and the establishment of the retiree’s pension account may take up to 90 days after the effective retirement date.
