The USPHS Commissioned Corps is committed to our mission to protect, promote, and advance the health and safety of the nation. Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

CAPT Elizabeth L. Helm
Commissioned in 2002, CAPT Elizabeth Helm is a registered pharmacist with extensive experience in quality improvement, employee engagement, and leadership from her time and various assignments within the Commissioned Corps of the United States Public Health Service (USPHS). Prior to joining Commissioned Corps Headquarters in 2020, she spent her career in the field serving in unique and remote sites throughout the United States. She earned her Bachelor of Science (BS) degree in Chemistry from Wofford College in Spartanburg, South Carolina and her Doctorate of Pharmacy from the Medical University of South Carolina in Charleston. She is a Board Certified Pharmacy Specialist and has received the University of North Carolina Public Health Leadership Master Certificate and Institute for Healthcare Improvement Certificate. CAPT Helm practiced as a pharmacist practitioner until 2010, achieving certification in eight integral clinical pharmacy components, including immunizations, pain management, palliative care, hypertension, hyperlipidemia, physical assessment, and medication therapy management. She continues to maintain pharmacy clinical hours.
CAPT Helm served 12 years at three duty stations across two agencies including the Federal Bureau of Prisons and the Indian Health Service (IHS) as Director of Pharmacy. Most recently, she served on the executive leadership team at Whiteriver Indian Hospital, leading seven departments and overseeing 150 employees. There, she implemented succession planning, COER metrics, and local leadership development. She was also an instructor for the IHS Pharmacy Leadership Training Program and has presented nationally and regionally on leadership topics, including employee engagement, emotional intelligence, and conflict resolution. Since becoming a Director, she has endeavored to be a student of leadership both formally and independently through readings and online trainings.
She was awarded the USPHS Commendation Medal for being a ground breaking consensus builder creating sustainable footing for further growth and expansion for Cherokee Indian Hospital. Other significant and impactful achievements include the Special Initiative Honor Award, IHS Director’s Award, Cherokee Indian Hospital Employee of the Year, IHS Nashville Area Office Clinical Support Employee of the Year, IHS Phoenix Area Senior Pharmacist of the Year, USPHS Isolated Hardship Medal, and the USPHS Hazardous Duty Medal. CAPT Helm has served on and made impactful contributions to the USPHS Professional Appointment Board, IHS National Pharmacy Council, IHS Phoenix Area Awards Board, and the USPHS National Clinical Pharmacy Specialist Committee.
