Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

FAQs for COSTEP Procedures POM 821.84
Junior and Senior Commissioned Officer Student Training and Extern Program. JRCOSTEP provides interested students with a chance to learn about and experience life in the USPHS Commissioned Corps for a short assignment while SRCOSTEP allows qualified students who are graduating in a commissionable field to join the Corps and be paid a salary while in their final year of schooling in return for an agreement to serve on active duty in the Corps after graduation.
If more than one Agency/OPDIV selects a student, the Corps will assign the student to the Agency/OPDIV/program whose 1662 form, notifying CCHQ of their intent to call the student to the program, arrived at CCHQ first.
A JRCOSTEP must complete, at a minimum, the following investigation checks:
- Office of Personnel Management (OPM) Central Verification System (CVS) check;
- Federal Bureau of Investigation fingerprint check using an OPM Special Agreement Check; and
- Declaration for Federal Employment Form (OF 306).
A “JRCOSTEP Statement of Duties” is Form PHS-6279 used by an Agency/OPDIV/Program to provide a plan of utilization and training for an officer.
Failure to comply with the dates on Form PHS-1662 by late arrival or early departure, may result in the Corps placing COSTEP officers in Absent Without Leave (AWOL) status for those days when they were not at their assigned duty station.
Unless otherwise directed, COSTEP officers are not required by the Corps to wear Corps uniforms. However, Agencies/OPDIVs/Programs can require JRCOSTEP officers (and SRCOSTEP officers if serving in that Agency during a school break) to wear uniforms while serving in their duty stations. Also, if the OPDIV, program, or CCHQ directs a JRCOSTEP officer to wear the uniform, the government can, at the officer’s request, pay the officer a one-time uniform allowance.
