The USPHS Commissioned Corps is committed to our mission to protect, promote, and advance the health and safety of the nation. Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

Financial Services Branch
FSB Group Mailbox: PHSCCHQCompensation@hhs.govFSB is responsible for CCHQ Financial Services and is divided into three teams: Payroll, Budget and TRICARE Billing.
Payroll Team: Responsible for payroll processing for Active Duty and Ready Reserve officers of the PHS. All communication to FSB Payroll should be electronic via outlook or eCMCS. Do not mail paper documents to CCHQ.
Below are transactions typically processed by the payroll team.
- Pay inquiries (AD & RR PHS personnel ONLY)
- Establishing pay for new CAD
- Verification of Employment
- BAH (New Marriages, Divorces, Children, annual certification)
- SGLI (Member and Spouses)
- Payroll Address changes
- TSP (Loans, contribution changes, status updates)
- PSLF Certifications
- Earned Estimate Calculation (separated personnel)
- Notice of Arrivals
- IHS Rental Quarters
- HPSP agreements (AB, RB, IP, BCIP),
- Overseas entitlements (OHA, COLA, TLA, Education Reimbursement, etc)
- Special pays (Assignment Pay, Adoptions, flight pay, imminent danger pay, hardship duty, FSA, etc)
- Federal Tax Changes (W4)
- Direct deposit changes
- Managing TSP after separation or retirement
- Collection of Deferred FICA Taxes 2021
Payroll no longer assigns payroll techs, send all request to the FSB Payroll group email box below.

How To Use eCMCS:
- In eCMCS, under the drop down menu of the “Message Center” Menu Bar (blue bar at top) Access Secure Message.
- Once the “Secure Message” screen is open, click “Search” next to “To:” to select recipient(s) of secure message. - for FSB mail: Description/Name: CCHQ FINANCIAL SERVICES MAILBOX Type: MAILBOXES (Not MEMBER)D
- Click the “Add Selected” button.
- Add attachments if any.
- Click Send Secure Message button.
Budget Team: Responsible for management of CCHQ’s operating budget.
- Review Investment Justification Request (IJR)
- SSF Fee Billing
- CCHQ Fee Billing
- Review and validate Program Spend Plans
- Monitor CCHQ Budget
- Coordinate CCHQ Budget Formulation

TRICARE Billing Team: Responsible for the management of healthcare claims for medical services rendered and approving payments for reimbursement of medical care provided to eligible PHS personnel.
- Manage and process payment of all Active duty, ADFM, Retiree TRICARE reimbursement requests.
