MMU Liberia Additional Pay Entitlements
February 2015The involvement of the Commissioned Corps in the response to the Ebola outbreak has raised many questions related to this deployment. Officers may be concerned about additional pay entitlements for which they would be eligible in the event that they were deployed to Liberia to serve in the MMU. This list of FAQs is intended to answer questions about these additional pay entitlements related to this response mission.
1. Am I eligible for additional pay entitlements if I am deployed to Liberia?
In order to be eligible for additional pays, conditions of service must be met including location of service and time at each location. If you are deployed internationally, you may be eligible for some additional pay entitlements. These pay entitlements are in addition to your normal pay entitlements, meaning your existing entitlements continue during the duration of deployment. You may also be authorized travel entitlements consistent with the Joint Travel Regulations (JTR), while traveling to and from the deployment.
2. What are the additional pay entitlements related to this deployment?
Additional pay entitlements aim to address the hardship associated with the specific deployment. Commissioned Corps officers on this deployment are eligible for the following types of additional entitlements.
Staff Member Professional
TitleEmail Hardship Duty Pay $150.00/month
(after 6/1/14)Must be in-country more than 30 days; retroactive to date of arrival in Liberia; stops the final day in-country. Family Separation Allowance $250.00/month Must have dependents as determined by BAH code, and be separated from family more than 30 days; retroactive to TDY departure date from duty station; stops the final day of the TDY. Hazardous Duty Incentive Pay/ Viruses and Bacteria $150.00/month Must be on Orders for 30 or more days with primary duty working with hazardous viruses/bacteria. Retroactive to effective date of order; stops the final day in-country. The Corps has determined that officers serving/performing duties at the MMU meet criteria for this pay. 3. Are these the only pays? I thought that there was a hazardous duty/imminent danger pay?
The Financial Management Regulations (FMR), which authorizes specialty pays, includes hostile file/ imminent danger pay (HFIDP) for duty in specified locations or under certain circumstances. Prior to June 1, 2014, members of the U.S. Uniformed Services that were assigned or deployed to Liberia were authorized HFIDP and paid $7.50 for each day in country. However, service after June 1, 2014 in Liberia is no longer eligible for this pay per the FMR. If the regulation changes, officers deployed to Liberia may again receive this pay.
4. Are any of the additional pay entitlements tax‐exempt?
None of these entitlements are tax‐exempt, as Liberia has not been designated a Combat Zone
5. How will I receive these additional pay entitlements?
These additional pay entitlements will be disbursed with your normal Commissioned Corps payroll.
6. When will I receive these additional pay entitlements?
Pay is disbursed on the first of each month and covers duty performed in the preceding month. However, these additional pay entitlements require a 30 day period before eligibility is established. Since Commissioned Corps members are paid once a month, and depending on length of deployment and when the member meets eligibility requirements, it could take 30‐60 days from the date of eligibility to see impacts to your pay. Rest assured that if you are eligible, you will be paid.
7. What about a Commissioned Corps officer serving in Monrovia as part of an agency mission?
Officers assigned to Liberia or other West African countries as part of an agency‐specific Ebola response may be entitled to similar pays. Commencement rules identified above would be similar. Officers should first contact their Agency Commissioned Corps Liaison office with questions.
