The USPHS Commissioned Corps is committed to our mission to protect, promote, and advance the health and safety of the nation. Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

Training
Advanced Leadership Development Program
Background
Technical Management Services (TMS) has partnered with the USPHS Commissioned Corps to offer the Advanced Leadership Development Program to senior officers within the Corps. TMS has provided leadership training for a number of DOD and federal civilian partners. The Advanced Leadership Development Program will provide PHS officers with support, curriculum, and training that will directly inform participants on leadership qualities, biases, and leadership competencies, inclusive of emotional and cultural intelligence, and interpersonal communication.
Description
The USPHS Advanced Leadership Development Program focuses on developing practical solutions to contemporary public health challenges in leadership and management on deployment and at your duty station.
The course is highly interactive and will tailor content to each officer based on their specific needs related to course objectives. Topics covered include emotional intelligence, building relationships, collaboration, coaching and mentoring, solving complex problems, and more.
Objectives
Upon completion of this course, attendees will be able to:
- Employ emotional intelligence and global perspectives to foster an inclusive, equitable, effective workplace.
- Identify and overcome implicit biases and faulty heuristics; individually, collectively, and systemically.
- Develop strategies for building and sustaining relationships and coalitions across a variety of boundaries: organizational, national, cultural, physical, and temporal.
- Create an organizational culture that maximizes inclusivity, collaboration, creativity, and resourcefulness.
- Coach, mentor, and empower members of the workforce to maximize their individual potential and organizational impact.
- Analyze issues define requirements, and manage leadership transitions in volatile, uncertain, complex, and ambiguous environments.
- Generate and analyze options to solve complex problems using a variety of creative and collaborative techniques.
- Evaluate tradeoffs in scope, schedule, and cost in complex projects.
- Make decisions ethically and effectively, employing intuitive and deliberate processes as appropriate to the circumstances.
- Supervise project implementation to achieve organizational objectives.
- Develop techniques to influence leaders across organizational boundaries to work collaboratively toward shared values and goals.
- Communicate strategically to achieve widespread buy-in to the organization’s values, vision, and mission.

All those desiring to attend this training session must first complete an application for participation.
There is no tuition associated with this career development training. The selected Public Health Service officer’s agency is responsible for continuing to pay their salary/benefits. If you are a Reserve Commissioned Corps officer, please consult your Regional Commander before applying.
*Note: Officers cannot apply during their on-call deployment month.
Participation in the Advanced Leadership Development Program is dependent on submission of required documents, supervisor approval, and nomination by the CCHQ Training Branch.
