Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

Chief of Staff, CCHQ
Dr. Roula K. Sweis Dr. Roula K. Sweis serves as Chief of Staff for Commissioned Corps Headquarters (CCHQ). In this role she designs, manages, and evaluates cross-cutting leadership initiatives that align with administration priorities. She leads CCHQ’s emergency preparedness and continuity of operations plans and the manages the Immediate Office of the Director overseeing CCHQ’s communications, correspondence, adverse actions, officer wellness and advocacy, and agency liaison portfolios.
She previously served as the executive manager for the U.S. Surgeon General’s 28 Chartered Advisory Groups and Professional Advisory Committees and drove enterprise-wide improvements and policies that resulted in more than 300 community outreach and recruitment events through the U.S. in less than one year, strengthened documentation to support leadership transitions and significantly reduced processing time for nomination and appointment requests.
Prior to joining CCHQ, Dr. Sweis served as the Deputy Director for the Office of the Assistant Secretary for Health’s (OASH) National Vaccine Program Office where she provided leadership on three federal advisory committees, several national strategic plans and spurred a number of innovations, including a regional action planning initiative focused on adult immunization. She also oversaw the re-launch of an Unmet Needs Program which funded projects in vaccine research among CDC, FDA and NIH.
Prior to her work at OASH, she served as a Deputy Director for Budget and Operations at the U.S Department of Housing and Urban Development (HUD) where she directed the Division of Grants and Procurement and served as a senior advisor. In this role she developed a large-scale Affordable Care Act technical assistance program which increased health insurance enrollment among recipients of HUD’s $1.8B portfolio of homeless assistance grants.
Dr. Sweis started her career as a Public Health Advisor at the Substance Abuse and Mental Health Services Administration (SAMHSA) working on the Access to Recovery Presidential Initiative - a voucher-based program which expanded the service delivery system to include community and faith-based organizations for the first time.
She earned her Doctorate in Psychology from the California School of Professional Psychology with a specialization in Culture and Human Behavior. Dr. Sweis is a certified group fitness instructor and enjoys motivating others to stay active and well through physical activity.
