Rear Admiral Cedric B. Guyton exemplifies a model of public health leadership grounded in strategic vision, operational excellence, and an enduring commitment to the mission of the United States Public Health Service (USPHS) Commissioned Corps. Across a career that bridges clinical practice, health systems innovation, and executive program management, he has consistently advanced forward-thinking approaches to complex organizational challenges. His leadership is distinguished not only by the ability to drive transformative initiatives, but also by a sustained investment in people, mentorship, and the long-term vitality of the Corps. Through each assignment, RDML Guyton has demonstrated an unyielding dedication to strengthening the readiness, relevance, and impact of the USPHS Commissioned Corps, positioning both programs and personnel to meet evolving public health demands with agility and purpose.
RDML Guyton is a Pharmacy officer who serves as the Commissioned Corps Headquarters (CCHQ) Deputy Director for Commissioned Corps Serves. He manages a diverse portfolio that includes officer Training, Personnel and Career Development, Promotions, Call to Active Duty, Assignments, Separations, Officer Wellness, and CCHQ COR III managing CCHQ $50M IT portfolio. RDML Guyton was assigned to the Food and Drug Administration (FDA) from 2015 to 2019. In his last assignment at FDA, RDML Guyton served as Associate Director for Knowledge Management and Innovation within the Office of Biotechnology Products (OBP). In that role, he advised the OBP Director on the integration of Office of Pharmaceutical Quality strategic priorities, including IT systems integration, labeling review, and IND assignments. In a prior FDA position, RDML Guyton served as the Senior Program Management Officer within the Office of Manufacturing Quality, Immediate Office, where he was responsible for coordinating with more than 45 Compliance Officers to ensure the consistent application of risk-based, patient-focused compliance and enforcement policies.
RDML Guyton's prior assignments as a Public Health Service officer include serving as the Lead Project Officer within the Center for Medicare and Medicaid Innovation (CMMI) Policy and Programs Group and as the CMMI Liaison to the HHS Office of the National Coordinator (ONC). While at CMMI, he oversaw the management of $92 million in cooperative agreements and led coordination with ONC to introduce innovative Healthcare Innovation Award models across HHS operating divisions.
Prior to his tenure at CMMI, RDML Guyton served as the Defense Health Information Management Systems Director of Interagency and Imaging. As a Defense Acquisition Workforce Improvement Act Level III Program Management professional, he managed $120 million in Health IT development, integration, and sustainment contracts.
In his first Corps assignment, RDML Guyton served as a clinical staff pharmacist in Whiteriver, Arizona, and later transferred to the Tucson Area Indian Health Service (IHS) in 2007 as Chief Pharmacist of the San Xavier Indian Health Center. During his time in Tucson, he also served as a Clinical Applications Coordinator and Teleradiology Program Project Officer for the Tucson Area IHS.
RDML Guyton has held multiple leadership roles as a Corps officer, including Senior Advisor to the Black Commissioned Officers Advisory Group (BCOAG), President of the Tucson Area Commissioned Officers Association, and Vice Chair of BCOAG. He has played a key role in recruiting officers into the USPHS Commissioned Corps and has mentored numerous officers throughout his career.
His professional experience reflects a consistent ability to identify and cultivate synergistic opportunities, advance change management processes, and develop systems that address complex operational challenges while enhancing efficiency, capability, and strategic collaboration.
RDML Guyton is a native of Thomasville, Georgia, and earned his Bachelor of Science degree in Biology from Albany State University, a Master of Public Health with a concentration in Epidemiology, and a Doctor of Pharmaceutical Sciences degree from Florida Agricultural and Mechanical University. He also holds a Master Certificate in Program Management from George Washington University and maintains HHS Level III certification in Program and Project Management as well as Contracting Officer Representative certification.
