As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

Deputy Director Responsible for Division of Commissioned Corps Services (DCCS)
Cedric B. Guyton, PharmD, MPH, GWCPM, RPh RADM Guyton is a Pharmacy officer who serves as the Deputy Director for Commissioned Corps Services. RADM Guyton was assigned to the Food and Drug Administration (FDA) since 2015 until 2019. In last assignment RADM Guyton served as Associate Director for Knowledge Management and Innovation within the Office of Biotechnology Products (OBP). In that role, RADM Guyton advised the OBP Director on the integration of the Office of Pharmaceutical Quality strategic priorities involving IT systems integration, labeling reviewing, and IND assignments. In his previous position with FDA, RADM Guyton served as the Senior Program Management officer within the Office of Manufacturing Quality/Immediate Office where he was responsible for effectively communicating with over 45 Compliance Officers to ensure the uniform application of risk-based, patient-focused compliance and enforcement policies.
RADM Guyton’s prior assignments as a Commissioned Corps Officer included serving as the Lead Project Officer within the Center for Medicare and Medicaid Innovation (CMMI) Policy and Programs Group and CMMI Liaison to the Health and Human Services (HHS) Office of the National Coordinator (ONC). While at CMMI, RADM Guyton oversaw management of $92M in cooperative agreements and lead coordination with ONC to introduce innovative CMMI Healthcare Innovation Award models to other HHS OPDIVs. Prior to serving in CMMI, RADM Guyton served as Defense Health Information Management Systems Director of Interagency and Imaging, where as a Defense Acquisition Workforce Improvement Act Level III Program Management professional, he was responsible for management of $120M in Health IT development, integration, and sustainment contracts. In his first Corps assignment, RADM Guyton served as clinical staff pharmacist in Whiteriver, AZ then transferred to the Tucson Area Indian Health Service (IHS) in 2007 as Chief Pharmacist of the San Xavier Indian Health Center. Also, during his tour of duty in Tucson, AZ RADM Guyton served as a Tucson Area IHS Clinical Applications Coordinator and Teleradiology program project officer.
RADM Guyton has served in multiple leadership roles as a Corps officer such as Black Commissioned Officers Advisory Group (BCOAG) Senior Advisor, President Tucson Area Commissioned Officers Association, and Vice Chair BCOAG. RADM Guyton has been responsible for the recruitment of several officers to the United States Public Health Service and has served as a mentor of many more officers during his career.
RADM Guyton’s career experience has enabled him to recognize and create synergistic opportunities to advance and implement change management processes, develop systems and evaluate complex problem areas to produce programs that promote efficiency, expanded capabilities and increased strategic collaboration.
RADM Guyton is a native of Thomasville, GA and received his Bachelor of Science degree in Biology from Albany State University (GA), Master’s in Public Health/Epidemiology and a Doctor of Pharmaceutical Sciences degree from Florida A&M University. RADM Guyton has also received his Master Certificate in Program Management from George Washington University, HHS Level III certification in Program/Project Management and Contract Officer Representative.
