Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

Promotion Year 2019 Document Processing
The Promotion Year 2019 document submission deadline was December 31, 2018. The ability to upload promotion-related documents is disabled in the electronic Document Upload (eDOC-U) until May.
Online COERs will remain open until February 11, 2019. This deadline extension is subject to change and is to accommodate possible issues completing the COER due to the Partial Government Shutdown.
Basic Life Support (BLS), Reports of Medical History, 5-year Physicals, Credentials, Licensure, and manually submitted paper COERs are still being processed. This information might not post until mid-February, but will be included in materials reviewed by promotion boards.
All other documents submitted through eDOC-U by December 31, 2018, are available in your electronic Official Personnel Folder (eOPF). Please check your eOPF and Promotion Information Report (PIR) for accuracy. Only errors resulting from Division of Commissioned Corps Personnel and Readiness (DCCPR) processing will be corrected. DCCPR will not remove duplicate documents until after the promotion boards are completed for 2019.
Below is additional information regarding processing timelines:
- Licenses submitted before January 16, 2019, are available.
- Credentials submitted in December will be processed by the end of January.
- Immunizations submitted by January 24 are processed and should be available.
- INFLUENZA VACCINATION: The required July 1 to December 31 vaccination deadline has passed.
- Upload all immunizations (including influenza obtained January 1 to June 30) as “Immunization: Other.”
- If the date of your influenza vaccination is between July 1 and December 31, 2018, submit your documentation under “Immunizations: Influenza.”
- INFLUENZA VACCINATION: The required July 1 to December 31 vaccination deadline has passed.
- Basic Life Support (BLS) documentation should be available in the eOPF within three business days of submission.
- All awards submitted by the November 2 deadline have been posted to the PIR. Individual award support documents have been uploaded to the eOPF. Unit and response award support documents will be delayed.
REMINDER: You are responsible for ensuring your PIR and eOPF are correct. This includes keeping up with changes in submission and processing methods. It is critical for you to read the directions provided at the bottom of the upload feature in eDOC-U before submitting documents.

Only errors resulting from incorrect DCCPR processing will be corrected. Duplicate documents will not be removed until after the promotion boards are completed for 2019.
Awards - Contact the Awards Coordinator at COAP@hhs.gov
COERs (including incomplete ROSs for promotion boards), OSs, and additional promotion related issues - Contact your Commissioned Corps Agency Liaison (CC Liaison). When emailing your CC Liaison, courtesy copy PHSPromotions@hhs.gov.
Computer problems - Contact the Commissioned Corps Help Desk at cchelpdesk@hhs.gov if:
- You can't view the document you tried to open in your eOPF.
- Not all of the eOPF Sections are available from the dropdown list.
- Not all of your documents show up in some/all sections of your eOPF.
Document errors - Contact phsopffix@hhs.gov if:
- The date of the document is wrong (unless it is a COER or Award).
- The document is in the wrong section. Be aware that the document may not always be in the section you would like, but if it cannot be moved, an explanation why will be provided.- Refer to eOPF/Awards FAQs.
- The document is illegible and a better copy can be submitted.
- Another officer's document is in the eOPF.
- The document seems to be taking too long to get to the folder.
Licenses – All licenses should be uploaded through eDOC-U. Contact the Officer Support Section Licensure Specialist at PHSLicensure@hhs.gov.
Personnel Orders - If already issued, but missing from the eOPF, contact phsopffix@hhs.gov. If incorrect or not yet issued, contact phsccassignments@hhs.gov. If the missing PO concerns a pay issue, contact Compensation at compensationbranch@psc.hhs.gov or (240)-276-8799.
PIR (except for Awards, COERs, and Licensure) - Contact the PIR Coordinator at phsccassignments@hhs.gov.
Security clearance documents - Contact the security office at PHSsecurity@hhs.gov.
