Promotion Category Group MatrixOverview
The PIR is a succinct, real-time summary of verified data about an officer, as documented in Commissioned Corps Headquarters’ (CCHQ) information technology systems. The PIR is in the Officer Promotion Package Verification System (OPPVS) and is used by promotion boards to obtain an overview of an officer’s career within the Corps. As the PIR contains information relevant to all promotion precepts, officers are strongly encouraged to review their PIR to ensure that all information is accurate.
Understanding Your PIR
Information on the PIR includes:
- Promotion category group
- General dates
- Licensure
- Current billet title and position grade (position grade is an officer's current billet grade)
- Creditable service toward retirement (including military)
- COER ratings for the last 5 years
- Awards authorized for wear on the uniform (Corps and military)
- Corps assignment history
If an officer finds an error on the PIR, they must submit a copy of the current PIR to CCHQ, no later than the deadline on the Promotion Checklist, with the requested changes and the appropriate substantiating documentation.

Review and submit corrections to the appropriate resource email for PIR. Changes cannot be made without official documentation.

- Update to the flow of the PIR to have the licensure information moved after the award history
- Addition of an awards history summary table listed in order of awards precedence in accordance with CCI 512.01 "Wear of Awards and Badges"

- Bolding of primary licensure to indicate which license (if multiples) was notated as the primary license by the officer during the document upload process. The primary license on file is the document utilized for readiness checks
- Updated the body who the licensure was issued by to reflect directly to the agency name the officer sees when uploading the file

General Information:
Original Entry on Duty: Date of when the officer was first called to active duty
Latest Entry on Duty: Date of the most recent appointment to the USPHS
Seniority Credit Date: Date of a Regular Corps officer's latest Permanent Grade promotion.
Please refer to CCI 331.01 "Permanent Grade Promotions." This date is updated when an officer is promoted to the next permanent grade.Retirement Credit Date: Date that is used to determine retirement eligibility. Please refer to CCI 384.01, "Creditable Service for Retirement."Training and Experience Date: Date that is calculated using years in education and qualifying work experience (determined at time of commission). Please refer to CCI 384.01 "Creditable Service for Retirement"Promotion Credit Date (Regular Corps Only)
Constructive Seniority Credit and Constructive Active Service Credit: For promotion purposes only- the constructive seniority credit and constructive active service credit provide some extra time for select officers to put their promotion eligibility date earlier. Please refer to CCI 331.01 “Permanent Grade Promotions” for service credit criteria for promotion purposes.Current Assignment:
Provides information on where the officer is currently assigned to include:
Title, the civil service series, the billet of the position, the primary job code information, and if the position is supervisory or not. Note: The CORPs uses the Office of Personnel Management (OPM) system of functional classification codes to describe the billet's primary work function. The agency to which the officer is assigned provides this code to CCHQ.Creditable Service:

Reflects the time in a uniform service and prior civilian service in the federal government. The top line of "PHS Commissioned CORPS" includes all time within the USPHS. The second two lines share prior uniformed service. The first line of "Prior Miliary Service (Active and/or Inactive)" is for any officer or enlisted time combined together. The next line titled, "Prior Military Service (Active Duty Officer)" shows any active time while an officer in another uniformed service. The last line shows if the officer had any creditable civil service time.
COER History: The Commissioned Officers' Effectiveness Report (COER) is the USPHS appraisal form used for documenting the performance of an officer's assignments, duties, and proficiencies. The PIR reflects the most recent 5 years of COER scores/results. In some cases, the officer may have multiple COERs in one year, if there is an interim COER on record. Such cases may reflect the last five COERS (vs. last 5 years). Rebuttals are also visible to board members. All COERS will remain visible in the officer's eOPF.
Awards History: The awards history table provides a summary of the awards an officer has earned. The table shows the awards in order of precedence as outlined in CCI 512.01 "Wear of Awards and Badges." The second column shows what year the award was approved in. The awards decorations information lists all approved and authorized awards. An officer can only wear the awards in the USPHS uniform that are shown on the PIR. The information included shows the approval date, award abbreviation, the approver, the dates to and from, the unit (as applicable), and the award citation.
Licensure Information: Shows type of license, who it was issued by, and the expiration date. Any bolded license indicates that this license was marked as primary and is utilized for monthly readiness checks.
Career Progression Table: Shows previous assignments held through the officer's career. Only those assignments which have associated personnel orders are displayed on the PIR. The table includes the date of the assignment, the pay grade of the officer, the billet grade of the position, notation if the position was supervisory or not, the title on the order of the assignment , and the agency and location of the assignment.
Deployment History/Details/TDYs with Orders Section: All orders with a nature of action code (NOA) of 7320 will display in this section.
