As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

Training
U.S. Public Health Service Commissioned Corps-Emergency Response Training (ERT)
Emory University has partnered with the United States Public Health Service (USPHS) to design and develop a refresher skills training program for clinicians with a focus on disaster and emergency response. Emory University, coordinated through the Office of Critical Event Preparedness and Response (CEPAR), has collaborated with subject matter experts from the schools of Medicine, Nursing, Emergency Medicine, Prehospital and Disaster Medicine, and the Emory Nursing Experience/Simulation Center. Emory has provided a blended learning environment for the USPHS Commissioned Corps. This includes didactic materials provided through a learning management system and scenario-based psychomotor skills validation.
The target audience for this training is clinical personnel assigned to the USPHS Commissioned Corps and comprised of nurses, advanced practice nurses, physician assistants, and physicians.
Registration and access to training modules are currently available. Details for officer registration are provided below.
There are two options for participation:
- Didactic Training Only
- Didactic + Psychomotor Training
All officers interested in participating either option of the USPHS Emergency Response Training must complete an application using the link below.

Didactic Training Schedule
- 23 self-paced modules will be completed via Emory's learning management system (Online)
- Approximately 1 training hour needed to complete each module
- After completion of all 23 didactic training modules, participants will receive the following:
- 23 continuing education credits (CME and CNE credits awarded)
- An Emory University certificate
- An Emory University digital badge
- Officers may claim up to 23 USPHS clinical practice hours for didactic training (1 hour per module completed)
The didactic training is available to all officers within the application disciplines.
Psychomotor Training Schedule
Session 5: June 2-3, 2023
Session 6: June 16-17, 2023
Participation in the psychomotor portion of the USPHS Emergency Response training is dependent on supervisor approval and nomination by the CCHQ Training Branch Chief.
Each officer must identify which session they will attend. If the officer’s application is approved, the officer will receive notification of selection with a booking link to reserve lodging during their respective training dates.
There is no tuition associated with this training; however, the selected officer’s agency is responsible for continuing to pay the officer’s salary/benefits. Per diem, travel, and lodging expenses will be covered by CCHQ.
Officers will earn an additional 16 USPHS clinical practice hours for participating in the psychomotor training.
Application for TrainingOfficers interested in participating in the psychomotor portion of the USPHS Emergency Response Training must complete a psychomotor training application and may proceed to the Emory LMS for enrollment into the course modules. 10 specific modules are a prerequisite to the psychomotor training and must be completed two weeks before the corresponding session.
Training applications are due by the following dates per respective session:
Session 5 deadline: Wednesday, April 19, 2023
Session 6 deadline: Wednesday, April 19, 2023
Minimum Qualifications Needed to for Didactic Training Only:
- Registered Nurse, Nurse Practitioner/Advanced Practice Nurse, Physician Assistant, or Physician
Minimum Qualifications Needed to Apply for Didactic + Psychomotor Training:
- Basic Ready
- No active Adverse Actions
- Supervisory approval (must provide proof of supervisory concurrence)
- Registered Nurse, Nurse Practitioner/Advanced Practice Nurse, Physician Assistant, or Physician
- Your deployment on call month may not be in June
