As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

Field Medical Readiness Badge (FMRB) Required Training Modules
The FMRB is an optional badge officers may choose to pursue, enhancing their knowledge and deployment-related skill-set. For any officer wishing to work towards their FMRB and qualify at the basic Readiness level, they must successfully complete the following online training sessions:

Training Criteria: With exception of the four FEMA courses, complete all remaining required training courses posted within Responder e-Learn portal. “Certificate of Training” can be downloaded individually and uploaded directly into eDOC-U, under “Readiness” and “Training” sections.

Fitness Criteria: Minimum fitness standard for FMRB eligibility requires achievement of: 75 points (“Excellent” level) in accordance with APFT standards effective as of 12/18/2015. Minimum fitness level achieved (or better) must be maintained at the time FMRB eligibility is determined.
Deployment Criteria: Complete one or more Corps deployments consisting of a minimum of 7-days. Deployment days may be accumulated from one or more recent deployments.
Time Requirement: Criteria for all required trainings, fitness level, and deployment days must be satisfied and maintained within a 3-year period at time of FMRB eligibility determination. Currently FMRB eligibility is only reviewed quarterly (JAN, APR, JULY, OCT).
FMRB Review: Officers who believe they have met all the requirements as outlined above must complete a self-assessed review prior to the official CCHQ review. FMRB eligible officers will receive further communication from RDB directly on the status of their badge processing after the quarterly review has been completed.
