Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

The Policy and Evaluation Branch (PEB) at Commissioned Corps Headquarters (CCHQ) drafts, develops, updates, coordinates, and advises on USPHS Commissioned Corps’ policies, regulations, and procedures at the direction of senior leadership (i.e., the Secretary of the Department of Health and Human Services, the Assistant Secretary for Health, the Surgeon General, the Deputy Surgeon General, and Director, CCHQ).
The USPHS Commissioned Corps policies and procedures help provide for effective management of Public Health Service officers, their response capabilities, and public health service missions.
PEB Duties & Responsibilities:
PEB updates and revises existing policies and drafts new policies to meet the evolving needs of the USPHS Commissioned Corps.
PEB follows guidance from federal laws, regulations, and relevant Department of Defense directives and . PEB works on issues raised by CCHQ branches, agency liaisons, and Public Health Service officers.
HHS & Corps leadership determine which policies are created and updated.
PEB helps interpret policy, clarify policy language, answer questions, and resolve problems. PEB explains the intent of policy and collaborates with other CCHQ branches on how to implement these policies.
PEB develops materials and host educational sessions to inform Public Health Service officers and other stakeholders on policies and their impact. The branch shares information via different communication methods including Corps-wide emails, training presentations, frequently asked questions (FAQs), and CCHQ Connect webinars.
PEB partners with agencies to develop Memorandums of Agreements (MOAs) and Memorandums of Understandings (MOUs), including blanket MOAs and requests for individual details. The MOAs and MOUs define the terms under which Public Health Service officers work in an agency, which includes agreements on and authorization for CCHQ to deploy Public Health Service officers. PEB also helps develop MOAs and MOUs for training programs for Public Health Service officers.
As part of their constituent service, members of Congress send letters to CCHQ inquiring about isues with the USPHS Commissioned Corps raised by constituents. As the policy experts, PEB gathers information about these issues and advises CCHQ leadership on responses.
To aim for increased parity between the USPHS Commissioned Corps and other uniformed services, PEB applies its subject matter expertise to identify legislative gaps and concerns. PEB makes recommendations and advises on changes that will enhance future USPHS Commissioned Corps policies.
- USPHS Commissioned Corps leadership (i.e., HHS Secretary, ASH, and SG) determine when and which existing policies will be updated.
- Some policies move through the approval process faster than others.
- Policies are reviewed by internal and external stakeholders (i.e., CPOs, ASGs, Agency Liaisons).
- PEB does not generally release specific information regarding a policy’s progress (i.e., timeline).
