As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

Electronic Official Personnel Folder (eOPF) Status

- If you are missing documents or have errors in your eOPF, please select the link in the top right corner when you are in your eOPF labeled "Contact Information to Correct eOPF Errors."
eDOC-U AND DOCUMENT SUBMISSION:
Detailed eDOC-U instructions are available by selecting the “Help” link in the eDOC-U feature. After logging in to the Officer Secure Area and selecting “Access Your Official Personnel Folder” you will see a button in the top right of your eOPF page titled “Submit Documents.” Once you click the button, you will enter the eDOC-U feature and you will have access to the “Help” link. Please review the instructions before using eDOC-U.
The following document types are included in the current upgrade. You must enter the date of the document or event when submitting documents. For most documents, the date on the document should be used. Please note the exception and instructions for Basic Life Support, Officer Statement, Licensure and Board Certifications below:
- Agency/Category Award (Awards received by agencies, categories or SG appointed groups that are determined by a formal process)
- Appointment (e.g., official appointment to a workgroup, PAC Voting Member, etc.)
- BLS/PALS/ACLS Certification (Enter the expiration date of the certification. If a day of the month is not displayed, use the last day of the month.)
- NEW! Board Certification and Credentials (Enter the expiration date of the certification. If a day of the month is not displayed, use the last day of the month.)
- NEW! Blended Retirement System (BRS) Online Course Certificate
- Certificate of Appreciation
- Certificate of Completion (e.g., completion of training)
- Continuing Education Summary Sheet
- Counseling Form A
- Counseling Form B
- Curriculum Vitae
- HHS-520 – Request for Approval of Outside Activity

Only the following document formats can be uploaded through eDOC-U, with a data limit of 30 MB. Any other document formats should be converted to a .pdf for upload:
- .doc or .docx (MS Word)
- .txt (Text files)
The eDOC-U process is not an immediate document upload to your eOPF. Documents submitted through eDOC-U must be viewed and placed into your eOPF by CCHQ staff. Current staffing and submission volume will impact the time frame of final eOPF document filing.
The eDOC-U feature also displays the number of documents submitted and waiting to be processed. This is a “real time” number. As your documents are reviewed and placed into your eOPF, the number of pending documents will decrease.

Do not re-submit documents which appear blurry. Documents which appear slanted, blurry or have a line running through them are acceptable. Promotion board members and CCHQ staff have the ability to change contrast and magnify the documents.
DOCUMENT DATES: The dates shown in your eOPF are for internal filing purposes only. The posted dates allow us to pull the correct documents for the promotion boards. The dates are not reviewed by the Board and have no bearing on the promotion process.
NOTE: This does not pertain to any medical documents or readiness data that should be input via Direct Access. This notice applies only to documents solely processed through eDOC-U, such as Officer Statement, CV, letters of appreciation, etc. Please refer to the Readiness Checklist for the requirements to meet and maintain Basic Readiness, and contact information for the Readiness and Deployment Operations Group.
