As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

Date Action Item 8/24/22 to 8/31/22 OPPVS Initial File Pull
This step will be transparent to all of you. Commissioned Corps Headquarters (CCHQ) will begin to pull documents from officers’ Electronic Official Personnel Folder (eOPF) into the promotion folder. Documents must be in the eOPF in order to be pulled into the promotion folder. This is an initial pull. You will have several months to review and upload new documents as needed.9/1/22 OPPVS is Open to Officers
Officer's, in the upcoming promotion eligibility cohort, may begin to view their promotion folder. Officers are encouraged to check early for any documents that are missing and to ensure documents are uploaded in a timely manner.10/31/22 COER is due to Raters
The rater is the officer’s immediate supervisor. Please ensure your rater enters the correct email address for the reviewing official.11/30/22 COER is due to Reviewing Officials
The reviewing official is the immediate supervisor of the officer’s rater. Please ensure the reviewing official enters the correct email address for your liaison.12/31/22 OPPVS deadline to upload documents into the eOPF

The final pull for all documents uploaded to your e-OPF by the deadline, December 31, 2021, 2359 EST will occur on this date. It will take multiple days for the final pull to complete once it’s initiated.1/3/23 Checks for Readiness, AA, and COER
CCHQ will run pre-board administrative checks for readiness (September 2021 to January 2022), adverse actions, and COERs (last 5 years). The check for the current year COER will occur after January 15, 2022.1/15/23 COER is due to CCHQ

CCHQ will pull any remaining COERs (current year only) into the promotion folder.2/14/23 Deadline to Submit Adjudication to Correct Readiness, AA, & COER issues (last 5 years of COERs)
For officers who were removed from the promotion pool due to being not basic ready, having adverse actions, or missing a COER from the last 5 years, this is the last day to submit adjudication documentation to be reinstated into the promotion pool. Requests after this date will not be honored.2/15/23 OPPVS Deadline to Verify Promotion Folder

OPPVS is an acronym for Officer Promotion Package Verification System. OPPVS gives promotion-eligible officers full visibility and control of their promotion packet. Officer will have the ability to verify the documents presented to the promotion board members during promotion boards.
Yes, promotion board members will have access to all documents in the promotion folder. If a document is not in your promotion folder, promotion board members will not see it. Readiness history from the last 5 years is the only information outside of the documents in the promotion folder that promotion board member will have access to. Officers may view their readiness history by clicking the link to “RDB Self-Service” in the Officer Secure Area (OSA) of Commissioned Corps Management Information System (CCMIS).

Personnel OrderLast 7 Years Transcript Entire Career *The PIR within the promotion folder is updated each time a new document is added to the promotion folder. Additionally, it is updated on 1/1/2022 and 1/17/2022.
**Only awards with a write-up will be visible in the promotion folder. Unit awards will count towards promotion if they are visible on the PIR.
Documents will not instantly appear in your promotion folder once they are in your eOPF. Documents must be pulled from your eOPF into the promotion folder before they are visible. The initial file pull occurs in the month of August. Documents are then pulled automatically once a week. The exact day of the week the file pull occurs depends on the officer’s category.
New documents uploaded to your eOPF will trigger OPPVS to pull the new document within 24 hours, depending on the upload time. If you do not see the new document within your OPPVS within 48 hours of your upload time and date, please email PHSPromotions@hhs.gov with your SERNO, Upload Time & Date, and Document Type.
Before removing the document from your promotion folder, remove the document from your eOPF by contacting phsopffix@hhs.gov with your name, SERNO, and attributes of the incorrect or duplicate document. Once it is removed from the eOPF, contact phspromotions@hhs.gov with your name, SERNO, and attributes of the incorrect or duplicate document. It is important to remove the document from your eOPF before removing it from the promotion folder because the promotion folder pulls documents from the eOPF weekly.
Officers must upload documents into their eOPFs by 12/31/21, 2359EST. The final file pull will occur on 1/1/22. Please note, it will take multiple days for the final pull to complete once it is initiated on 1/1/22. Another pull will occur on 1/17/22, but it will be for current year COERs only, as COERs are due to CCHQ on 1/15/22.
Officers who do not verify their promotion folder will not have the opportunity to ensure their complete promotion package is visible to promotion board members. Additionally, promotion board members will be aware the officer did not verify his or her folder. You will still be reviewed by the promotion board, however the promotion packet will be flagged as “not verified”. See the visual below:

Yes, the system will detect the changes and upload a new PIR automatically for COER score and awards. If a license is uploaded this may not immediately trigger a new PIR. This will only trigger a new PIR when the license is processed.
