The USPHS Commissioned Corps is committed to our mission to protect, promote, and advance the health and safety of the nation. Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

Training
Deployment Role Training
The USPHS Commissioned Corps Regional Deployment Role Training aims to provide relevant, mission-focused education and resources. Maintenance of readiness and adequate preparation is critical when responding to public health emergencies and/or threats. This 5-day training builds upon current officer skills, providing a sustainable delivery model that improves efficiency and performance. All USPHS officers must be prepared to respond to public medical emergencies, urgent public health needs, and special national security events.
Objectives:
- Identify the key USPHS deployment roles and responsibilities during an emergency response.
- Ensure the success of all response missions by providing resources, support, and current training practices.
- Collaborate as a team in an incident response framework to stabilize community and restore essential services during adverse events.
- Demonstrate the duties, responsibilities, and capabilities of Deployment Leadership and in Disaster Behavior Health.
Deployment Leadership Track
The purpose of Deployment Leadership Role Training is to provide an advanced level of skill sets needed to prepare officers for leadership and coordination while managing resources and incident support of multiple complexities.
During this course, officers will be coached to function as either a Group Supervisor, Strike Team, or Task Force Leader in all-hazard incidents and/or public health event.
The participants will have an opportunity to learn key roles and responsibilities related to:
- ICS Operations Section, integrating into an ICS organizational structure and the skillsets that support team resource coordination/management.
- Ground situational awareness, Deployment Communications, OPSEC, Leadership/Soft Skills, and Incident Close out with Hot Washes and AARs.
Though course scenarios, role playing, and team engagement sessions, participants will have the opportunity to reinforce concepts including:
- CCHQ Deployment Life Cycle Operations
- ICS methodology
- Supervision and personnel management/ the span of control
- Setting performance standards for team members
The course will also introduce and teach relevant ICS forms to document and communicate operations in theatre. (Forms include ICS Form 211, 201, 202, 204, and 214)
Disaster Behavior Health Track
The purpose of this training is to prepare licensed behavioral health providers (Psychiatrists, Psychologists, Social Workers, Behavioral Health/Psychiatric nurses, and other behavioral health providers) to utilize their knowledge, skills, and abilities for response to immediate and/or long-term behavioral health needs arising from a public health emergency, disaster, or other event.
Target Audience:
The course is designed for officers who are General Active Duty or Reserve Commissioned Corps in the following positions:
- Licensed Behavioral Health/Psychiatric Nurses
- Board of Pharmacy Specialties (BPS) Board Certified Psychiatric Pharmacist
- Clinical Psychologist
- Master's degree or DNP in psychiatric mental health nurse practitioner; and any additional requirements below:
- Professional Counselors such as LMHC (Licensed Mental Health Counselors) or Licensed Master Addictions Counselors
- Physician
- Licensed Social Worker
Emphasis:
The September PHS Deployment Role Training will focus on two distinct deployment roles and the skills required to assume Deployment Leadership and Disaster Behavioral Health roles. This training is open to officers in all Regions.

Application for Training:
There is no tuition associated with this preparedness training. However, due to budget cuts, CCHQ will not fund officer’s travel for the Deployment Leadership or Disaster Behavioral Health Tracks. The selected Public Health Service officer’s agency is responsible for continuing to pay their salary/benefits.
With funds from ASPR, per diem, lodging, and travel expenses will be reimbursed for the Deployment Leadership and Disaster Behavioral Health tracks.
Officers accepting an assignment to attend this training are expected to attend and complete the entire 5-day session as well as any designated asynchronous pre-work posted. If you are interested in attending this training, you must submit an online training application as well as the following supporting items/documents.
*Note: Officers are not permitted to self-fund for any trainings.
*Note: No clinical practice hours will be given for the Deployment Leadership track.
*Note: Clinical practice hours will be given for the Disaster Behavioral Health track only.
*Note: Officers can attend this training during their on-call deployment month.

- No active Adverse Actions

- Why you would be a good fit for the training role you've selected and your deployment experiences, if any
- COER scores, up to 3 years, via screenshot of your PIR
- If commissioned less than 3 years, then all available COER scores

- Basic Readiness (screenshot from RDB-Self Service)
- Supervisor's Approval (email or letter)
